MADRID (AP) ? Spain's troubled banks need an extra ?59.3 billion ($76.3 billion) to survive a serious economic downturn, according to an independent audit released Friday by the Bank of Spain.
The stress tests' findings will help Spain decide how much it will use of the ?100 billion loan facility offered by the 16 euro countries.
Spain's banks have been struggling under the weight of bad loans and failed building projects stemming from the collapse of the country's property market in 2008. Saddled with these toxic assets, the country's banks have been reluctant to loan out more money to businesses and households, stunting the economy. The European loan facility is to be used to cover these bad loans and shortfalls, thereby freeing up the banks to do business again.
Spain is at the center of Europe's financial crisis? its ?1.4 trillion ($1.8 trillion) economy is the fourth-largest among the 17 countries that use the euro. Besides its shaky banking sector, the country is struggling to support its heavily indebted regional governments. The banking audit came a day after Spain outlined 2013 budget savings of ?40 billion and other austerity measures to convince financial markets and international lenders it is on track to reduce its bloated deficit.
Friday's figures, compiled by consultants Oliver Wyman, do not include the impact of planned mergers between some of the banks in the audit or taxation. Including those two elements, the shortfall drops to ?53.7 billion, the Bank of Spain said.
Bank of Spain deputy governor Fernando Restoy said some 400 auditors went through the books of 14 lenders ? about 90 percent of the Spanish banking system ? analyzing their capital cushions under adverse scenarios.
"We wanted (the tests) to be the toughest ever," he said.
The audit showed seven lenders failed the stress tests. Bankia, one of Spain's largest banks, was the worst case. Back in May, Bankia said it would need ?19 billion in extra capital ? it will now need to take ?24.7 billion.
Spain's three top banks ? Santander, BBVA and CaixaBank ? were not among those in need of help.
Restoy added that lenders needing to shore up their capital will have to tell the government whether they need the public aid or intend to raise their own funds.
Speaking to reporters, Deputy Economy Minister Fernando Jimenez Latorre said he expected the aid sought will amount to around ?40 billion in the end.
International Monetary Fund Managing Director Christine Lagarde said the audit "will contribute to build a sounder banking system, which in time will help to restart credit flows and boost growth and employment."
Jean-Claude Juncker, head of the eurozone's group of finance ministers, said he was "comforted" by the results, saying the ?100 billion earmarked to help Spanish lenders "should be more than adequate" for their capital needs.
The agreed aid "should ensure that the recapitalisation process of banks can proceed efficiently and in accordance with previously agreed timelines," Juncker said in a statement.
In addition to the bank aid, Spain has come under pressure to take up the ECB on its offer to buy unlimited amounts of government bonds to help lower borrowing costs for countries struggling to manage their debts. Such large-scale purchases of short-term government bonds would drive up their price and push down their interest rate and take some pressure off of financially stressed governments such as Spain.
To get help from the ECB, Spain must first ask for government assistance from the rest of the eurozone. So far, Madrid has been reluctant to ask for fear of the conditions the other countries will attach to its aid. Analysts say the Spanish government hopes Thursday's budget measures will be enough to stop the eurozone from imposing further spending and deficit controls if and when Spain asks for help.
The country's austerity cuts have been extremely painful for a nation with an unemployment rate of nearly 25 percent, the highest in the eurozone. Protesters twice this week demonstrated outside Parliament and clashed with riot police who barricaded off the area.
Another big protest is scheduled for Saturday in Madrid.

The Federal Trade Commission has approved an agreement that settles charges against a North East company and its use of computer-monitoring technology.
In June, U.S. Bankruptcy Judge Thomas P. Agresti approved a consent decree in which North East-based DesignerWare LLC agreed to scale back technology that allowed rent-to-own companies to track the whereabouts of rented computers.
Company owner Tim Kelly, of North East, admitted no wrongdoing and was not required to pay any monetary damages.
His company?s software allowed rent-to-own retailers to secretly capture a rental-computer user?s keystrokes and screen images and also take a picture of the user with the computer?s Web camera.
The FTC said Wednesday that software installed on computers captured Social Security numbers, medical records, bank and credit statements and couples engaged in sexual activity.
The software was installed so that rental stores could track machines that had been stolen or not returned in time.
The Commission said the consent decree prohibits the company from further illegal spying and from activating any location-tracking software.
The company could not immediately be reached for comment.

PHOENIX (Reuters) - Arizona police can begin enforcing a controversial "show-your-papers" provision of a state law aimed at cracking on illegal immigration, which was upheld by the U.S. Supreme Court, after a federal judge lifted an injunction against the law on Tuesday.
U.S. District Judge Susan Bolton, in a written order, lifted an injunction blocking the measure, which requires police to check the immigration status of people they stop and suspect are in the country illegally.
The measure is part of a broad clamp-down on illegal immigration in the state signed into law in 2010 by Arizona's Republican Governor Jan Brewer, an outspoken critic of President Barack Obama's administration over federal policies on the issue.
In approving the law, Brewer had complained that the U.S. government failed to secure Arizona's border with Mexico.
"Today is the day we have awaited for more than two years," Brewer said in response to Bolton's ruling, adding that it was not enough to merely enforce the law.
"It must be enforced efficiently, effectively and in harmony with the Constitution and civil rights. I have full faith and confidence that Arizona's State and local law enforcement officers are prepared for this task," she said in a statement.
The measure requiring police immigration checks was one of several blocked by Bolton before the law took effect in July of 2010 and had been subject to repeated appeals by civil rights groups seeking to prevent it from going into force.
Obama's administration challenged the Arizona immigration law in court two years ago, saying the Constitution gives the federal government sole authority over immigration policy.
The U.S. Supreme Court upheld the "show-your-papers" measure in June but struck down three other provisions of the law.
Opponents of the law complained that it amounted to a mandate for racial profiling of Hispanics, who make up nearly a third of Arizona's 6.5 million people and urged the Obama administration on Tuesday to soften its impact.
"President Obama has the moral responsibility and legal authority to protect the people of Arizona," the National Day Laborer Organizing Network said in a statement.
"We expect he will do everything within his power to prevent the discrimination, punishment, and suffering that will escalate under ... (the law's) implementation," it added.

Reaching into the past, Melissa Thomas-Van Gundy paints a vivid picture of a highlands forest dense with white oak, flaming sugar maple and American beeches, with a scattering of yellow poplar, wild cherry and spruce pine and, here and there, a singular crab apple, elm or soaring sycamore tree.
That?s how the Monongahela National Forest in central West Virginia may have appeared before it was slowly distributed among settlers from 1752 to 1899, Dr. Thomas-Van Gundy suggests in research recently published by the Forest Service.
As the land was divvied up, surveyors documented the trees that rested at the imaginary corners and angles of the parcels to mark their boundaries. They were called ?witness trees? ? an expression also used today for trees that were present at key events in American history like Civil War battles. But in this instance, a witness tree was something humbler and more pragmatic ? ?that which witnesses a corner,? as Dr. Thomas-Van Gundy put it.
In the 1930?s, the staff of Monongahela National Forest translated all of these notes and sketches into maps illustrating the spread of various species. Later, this intricate cartography was revised and digitized in a project completed in 2005.
Using those digital maps, Dr. Thomas-Van Gundy and her co-author, Michael P. Strager, applied a technique called indicator kriging, which takes each tree species and, according to its dominance in the records, ?spreads it out? across the landscape ?based on probability,? as Dr. Thomas-Van Gundy put it. They also analyzed features like elevation and topography to describe likely species composition in specific areas. Finally, they produced maps showing what the landscape might have looked like before logging and farming got under way.
White oak and sugar maple were prolific, they found, while trees like red cedar, willow, and holly were scarce. The researchers have not yet researched or drawn comparisons with what trees dominate the forest today. But Dr. Thomas-Van Gundy said, ?I think I will find that some trees like yellow-poplar and black cherry are more common on the landscape now than before, as these species often are found after disturbances such as logging and grazing.?
By the time the study area became national forestland in 1920, the majority of it was heavily logged and grazed, she wrote in an e-mail. The most aggressive period in logging in the area was 1884 to 1903, when narrow-gauge railroads were built into the higher-elevation forests, she added. Fires often erupted in the wood debris left on the ground.
As with most of the national forests in the East, little thought was given back then to retaining the residual forest or regenerating the forest, she wrote.
For the Monongahela National Forest, of which a third is now protected wilderness and the rest available for grazing and timber harvesting, such tree studies could inform potential restoration efforts. ?The Nature Conservancy considers us a biological source? for wildlife, Dr. Thomas-Van Gundy said. ?We?re kind of a crossroads for some species, and we have some endemics like the Cheat Mountain salamander, and larger tracts of roadless area for black bears.?
Aside from species conservation, knowing where certain species adapted and thrived after fires might point to areas where controlled burns would work best, she added.
Across the globe, such historical data could be useful for all kinds of environmental restoration efforts in decades to come. But Dr. Thomas-Van Gundy cautioned against using witness trees as a prescription for exact reconstructions.
With so many variables to consider, including climate change and its impact on plant ranges, she said, assembling a blueprint remains a challenge. ?These old surveys help build the picture and find the missing pieces,? she said.

It's a snapshot of 5 million bicycle journeys - and a handy map of London's commuter hotspots.
This image is a still from an animation created by visualisation specialist Jo Wood at City University in London. He based it on data from the first 5 million journeys pedalled in the Barclays Cycle Hire scheme since its launch in July 2010.
In the animation (see below) the least travelled routes begin to fade out after about 15 seconds - "like a graphic equaliser," says collaborator Andrew Huddart, also at City University. Around the 1-minute mark, structure emerges from the chaos and three major systems become clear: routes around, and through, the lozenge-shaped Hyde Park in the west, and commutes in and out of King's Cross St Pancras in the north and between Waterloo and the City in the east.
In the animation, the curve of a route indicates the most frequent direction of travel: trajectories leave a station in a straight line and then hook into their destination.
