New Blaine home plats approved - ABC Newspapers

The Blaine City Council Feb. 7 approved final plats for two housing developments containing a total of 39 single-family lots.

The Woodland Development Corporation of Ham Lake is planning to construct 24 new single-family homes in the Woodland Village 4th Addition at 119th Circle and Woodland Parkway.

The approved final plat subdivided 14.47 acres for these 24 future homes and two additional outlots for future development and an open space area, according to Planning and Economic Development Director Bryan Schafer.

Shadow Ponds, LLC is going to be constructing 15 single-family homes on 4.16 acres in the area of Urbank Circle and Vermillion Street within the Shadow Ponds Village development.

Both developments are part of larger plats approved several years ago by the council that are changing due to the housing market.

Sienna Development was slated to be the builder of the Woodland Village development when the council approved the final plat in 2006, but it was only able to build approximately five single-family homes and five detached townhomes before it stalled due to the national housing slowdown, Schafer said.

According to Schafer, the Woodland Development Corporation applied for a conditional use permit (CUP) to change the zoning of these 24 single-family lots to development flex to have some flexibility in the sizes of homes and the exterior material used.

The council approved the CUP. Instead of requiring a minimum home size of 2,500 square feet for all 24 homes, some could be one-level or split-level rambler style homes with square-footage of 2,000 square feet. The two-story homes would still have to be at least 2,500 square feet.

The builder will also be able to use heavy gauge metal or vinyl siding on the sides and rear of home elevations. The homes will still be enhanced with brick, stone, stucco and varying gables and hip rooflines, Schafer said.

For the Shadow Ponds Village development, the original plan approved by the council in May 2006 was for GM Homes to construct 25 attached townhomes, but this never happened and the builder lost the site to the lender, Schafer said.

The new plan is to construct 15 single-family homes. They would be similar to those built by Capstone in the recent Granville Villa development with expected finished values ranging from $230,000 to $265,000, Schafer said.

The exterior building materials would include Hardie brand siding, brick and stone on the fronts with aluminum and vinyl siding on the sides and rear.
