French Troops Control Key Airport in North Mali

(SEGOU, Mali) ? French forces have taken control of the airport in Kidal, seizing a key position in one of three provincial capitals the Islamist militants took over last year, officials said Wednesday. One Malian official said French troops even moved into the city, which was the last remaining urban stronghold of the Islamists in Mali.

French and Malian troops have recaptured two of the other provincial capitals, Timbuktu and Gao, in recent days, and been welcomed by overjoyed crowds. However, already concerns are emerging about whether the Islamists will try to return once France hands over the military operation to Mali and soldiers from neighboring countries.

Haminy Maiga, the interim president of the Kidal regional assembly, said French forces met no resistance when they arrived late Tuesday.

?The French arrived at 9:30 p.m. aboard four planes, which landed one after another. Afterwards they took the airport and then entered the town, and there was no combat,? said Maiga, who had been in touch with people in the town by satellite phone as all the normal phone networks were down.

?The French are patrolling the town and two helicopters are patrolling overhead,? he added.

In Paris, French army Col. Thierry Burkhard confirmed that the airport was taken overnight and described the operation in Kidal itself as ?ongoing.?

On Tuesday, a secular Tuareg rebel group had asserted that they were in control of Kidal and other small towns in northern Mali. Maiga said those fighters had left Kidal and were at the entry posts on the roads from Gao and Tessalit.

France, the former colonial ruler, began sending in troops, helicopters and warplanes on Jan. 11 to turn the tide after the armed Islamists began encroaching on the south, toward the capital. French and Malian troops seized Gao during the weekend, welcomed by joyous crowds. They took Timbuktu on Monday. The Islamists gave up both cities and retreated into the surrounding desert.

To help battle the Islamists in their desert hideouts, a U.S. military official says the Pentagon is considering setting up a drone base in northwest Africa to increase intelligence collection.

While most crowds in the freed cities have been joyous, months of resentment toward the Islamists already has erupted into violence in Gao.

Video footage filmed by an amateur cameraman and obtained by The Associated Press shows a mob attacking the symbol of the oppressive regime, the Islamic police headquarters.

Some celebrate cheering ?I am Malian,? while others armed with sticks and machetes attack suspected members of the Islamist regime. The graphic images show the mob as they mutilate the corpses of two young suspected jihadists lying dead in the street.

France?s president said his country?s forces would stay in Mali as long as necessary, but the French also have said they expect troops from African nations to take the lead as soon as they are able. There are now some 2,900 African soldiers in Mali, including 1,400 from Chad who are used to fighting in harsh, desert terrain like northern Mali.

Mali?s military was severely affected by last year?s coup and has a reputation for disorganization and bad discipline. Already Malian soldiers have been accused of fatally shooting civilians suspected of links to the Islamists. The military has promised to investigate the allegations.

Victorian Mustache Spoon: Your Nose Neighbor's Best Friend

With the trends of today's disaffected youth being what they are, mustaches have gained an unfortunate affiliation with hipsterdom and its ironic ramifications. This gloriously dignified mustache spoon, however, is a reminder that there was actually a time when your mustache was a symbol of honor and your mustache was your manhood. More »

Stanford commandeers 1 million processing cores to study supersonic noise

In short order, the Sequoia supercomputer and its 1.57 million processing cores will transition to a life of top-secret analysis at the National Nuclear Security Administration, but until that day comes, researchers are currently working to ensure its seamless operation. Most recently, a team from Stanford took the helm of Sequoia to run computational fluid dynamics simulations -- a process that requires a finely tuned balance of computation, memory and communication components -- in order to better understand engine noise from supersonic jets. As an encouraging sign, the team was able to successfully push the CFD simulation beyond 1 million cores, which is a first of its kind and bodes very well for the scalability of the system. This and other tests are currently being performed on Sequoia as part of its "shakeout" period, which allows its caretakers to better understand the capabilities of the IBM BlueGene/Q computer. Should all go well, Sequoia is scheduled to begin a life of government work in March. In the meantime, you'll find a couple views of the setup after the break.

PM pumps up caucus with appeal to Canada's past

Prime Minister Stephen Harper greets his National Caucus before speaking at Parliament Hill in Ottawa, Jan. 30, 2013. Andre Forget/QMI Agency

Report an error

OTTAWA ? Prime Minister Stephen Harper welcomed his Conservative caucus back to Ottawa Wednesday morning with a speech that outlined his government's plans to celebrate some important but potentially controversial milestones in the country's history.

With his five freshly appointed senators sitting in the front row in the Conservative caucus meeting room in Parliament's Centre Block, Harper vowed to keep a steady hand on the economy and to continue work on public safety issues. But he also said that Canada will soon "proudly remember" the centennial of the First World War beginning next year, the 200th anniversary of the birth of the Sir John A. Macdonald in 2015, and the 150th anniversary of Confederation in 2017.

"These milestones remind us of a proud national story rooted in the great deeds of our ancestors and in a centuries-old constitutional legacy of freedom," Harper said.

Though most historians would agree the First World War was an important event in Canada's development as a country, it was also one that saw the first major English-French split after Confederation.

Few officers in the Canadian army of the period spoke French and French Canada strongly resisted conscription in 1917, believing it to be imposed on them by an English Canada that was still, at the time, very much connected to an imperial Britain.

Modern-day Quebecers seemed to have little enthusiasm for last year's commemoration of the 200th anniversary of the War of 1812 - a war that was, technically speaking, between Great Britain and the United States, and a commemoration of the First World War may be used an excuse by some in Quebec to remind French Canada of the linguistic divide that exists today.

Notably, while Harper spoke in both French and English to his caucus when he spoke about his government's focus on the economy and on public safety, his remarks about commemorating the First World War and Macdonald's birthday were in English only.

If Roommate Moves Out, Can You Keep Her Stuff? - Real Estate ...

Your roommate moves out and leaves behind boxes of her personal property. Are you legally allowed to keep her stuff?

That's just one option you may be considering with those unsightly boxes, which may also be unpleasant reminders of your former roommate. Some other options include:

A: Throwing out those boxes and moving on with your life.
B: Trying to contact your ex-roommate to arrange for a pickup.
C: Holding onto the items forever in the hopes that your roommate eventually picks them up.

So what are you really supposed to do with an old roommate's belongings, under the law?

Unfortunately, as with most legal issues (and yes, this is a legal issue), there is no simple answer. Instead, your proper course of action will depend upon the specific facts and even what state you happen to live in.

In general, most states have laws that specify when property is considered abandoned in the rental context. The rules may vary depending upon whether you are considered a landlord, and when your former roommate moved out.

For example, in California, a landlord typically has to provide written notice to a tenant that she has left property in the unit and then give the former tenant a grace period of about 15 days to pick up the property. If the landlord does not meet these requirements, the landlord could be liable for the loss.

In the case of a roommate, you may or may not be considered your former roommate's landlord. If you are not the landlord, it may be best to contact your landlord and have the property owner deal with the situation.

But if you are the landlord, you may want to look into the specific rules and procedures for returning abandoned property in your state. The laws are very specific and vary by state. If you're unsure about your responsibilities, or if an ex-roommate or former tenant is suing you over abandoned property, you may want to consult with an experienced landlord-tenant attorney to figure out your best move.

Did you know that women are less likely to call 9-1-1 when they are experiencing symptoms of heart attack than they are when others have those same symptoms? Make no mistake about it ? heart disease is the #1 killer of women in America. Our mothers, daughters, and sisters are dying of heart disease at the rate of one woman every minute.

Don?t like those states? Check these out:

  • About 43 million American women are affected by heart disease.
  • Ninety percent of women have one or more risk factors for developing heart disease.
  • Heart disease causes one in three deaths in American women each year.
  • Since 1984, more women than men have died each year from heart disease ? and the gender gap in survival rates is widening.
  • Heart disease is the leading cause of death for African-American women.
  • On average, Hispanic women are likely to develop heart disease 10 years earlier than non-Hispanic white women.
  • Despite the fact that heart disease is the number one killer of American women, only one in five believe that heart disease is her greatest health threat.
  • Women comprise only 24 percent of participants in all heart-related studies.

The American Heart Association lists these heart attack warning signs for women:

  • Uncomfortable pressure, squeezing, fullness or pain in the center of your chest. It lasts more than a few minutes, or goes away and comes back.
  • Pain or discomfort in one or both arms, the back, neck, jaw or stomach.
  • Shortness of breath with or without chest discomfort.
  • Other signs such as breaking out in a cold sweat, nausea or lightheadedness.
  • As with men, women?s most common heart attack symptom is chest pain or discomfort. But women are somewhat more likely than men to experience some of the other common symptoms, particularly shortness of breath, nausea/vomiting and back or jaw pain.

If you?re having symptoms of heart attack, don?t brush them off. Call 9-1-1 immediately.

February, 1, 2013 marks the 10th annual National Wear Red Day, a day set aside to call attention to heart disease in women. The Go Red For Women campaign asks that women (but men should, too) wear red to shine a spotlight on heart disease in women.

Senators reach deal on immigration

WASHINGTON (AP) ? A bipartisan group of senators has reached agreement on the principles of sweeping legislation to rewrite the nation's immigration laws.

The deal being announced Monday covers border security, guest workers and employer verification, as well as a path to citizenship for the 11 million illegal immigrants already in the U.S.

With President Barack Obama also backing comprehensive immigration reform, the deal marks the start of what could be the most promising negotiations in years toward overhauling the nation's inefficient patchwork of immigration laws.

The principles were being endorsed by eight senators, including Democrats Charles Schumer, Dick Durbin and Robert Menendez, and Republicans John McCain, Lindsey Graham and Marco Rubio.

Penvirtual: Apps and English Language Learning

I'm often asked by teachers what information and communication technologies (ICTs) I use with my students. This is a brief list of digital tools and applications (apps) that I'm either using with my students or tools that they use for their own personal learning on a regular basis.

At present all of my students ?learn English on a one-to-one basis via Skype and sometimes collaborate with other students on various projects. A few of them are currently preparing for exams: First Certificate level and above. Therefore, the tools listed below pertain to this particular context. Although I have grouped some of them under specific literacy skills i.e. speaking, listening,?reading and writing, this in no way suggests that the resources are designed for, or implemented solely for this purpose. It purely signalizes that this tool has been chosen with the emphasis being on a particular literacy skill. However, other skills will naturally come into play. We don't just use one skill at a time when learning but rather focus on one or more intensively than the others, depending on the purpose of any activity.

Reference Tools

Dictionaries are an essential tool, whether you're learning a new language or not. I dip into mine daily and couldn't be without a dictionary in digital format. No need to drag kilos of books around when I can download an app. I use and can?recommend?Dictionary.com?, as this application and the online dictionary are both a dictionary and thesaurus and supply the etymology of the word. If you're using Google Chrome, Dictionary.com can be added as an extension.

? ???It has speech to text recognition which can be?used?by English and Spanish language students to practice their pronunciation. For vocabulary building there is the 'Word of the Day' function which throws up some really interesting vocabulary. There is a 'Question of the Day' which covers many grammatical topics and points of interest pertaining to language in general. A list of trending or popular words is supplied which is again useful for vocabulary building. I'd advise students to practice using new vocabulary in context and with collocations if possible and not just creating language banks or flash cards with lists of words in isolation. Using vocabulary in context and in examples that you can identify with will make it easier to remember. In addition to the above functions, a short history of your searches is saved which can be useful if you've forgotten a definition or how to spell something correctly. I advise my students?to make the most out of the affordances of this tool. After all that's the idea of developing a ?multifunctional digital tool: offering users a fuller package.?

Another dictionary that I've actually only just discovered and am impressed with is?Visuwords, which is web-based. This tool is an online graphical dictionary and thesaurus. It creates lovely colour coded, neural type patterns of words and their associations (see ?image 1 below).

? ? ? ? ? ? ? ? ???Image 1 Screenshot of Visuwords

The node type endings can be clicked on to reveal the definition and any other relevant information. There is a colour key on the left hand side which is self-explanatory and the nodes can be clicked on and pulled around the screen for further investigation. A wonderful tool for developing a broader vocabulary, for building collocations and certainly a useful tool for anyone who writes regularly.

Pronunciation

For pronunciation practice and learning?phonetics, I find the English File Pronunciation App quite good. The video (see image 2) demonstrates the functionality of this app.

? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ?

? ? ? ? ? ? ? ? ? ??? ?Image 2 ?Source: YouTube ?' English File Pronunciation App'

Cambridge English also has pronunciation apps that are?game based, but I've not yet had the opportunity to experiment with these. ? ? ?Additionally, I advise my students to make use of speech to text recognition if any of their devices have this function. Dragon?is a wonderful voice recognition tool that responds very accurately to ?your speech. As well as being a practical dictation and note-taking app, it can be implemented by students for pronunciation practice. The style of English, along with other languages?can be selected. It comes with a share function i.e. Twitter, Facebook and email which is great if you're on the go and feel like tweeting and couldn't be bothered typing (providing you have access to the internet). In image 3, you will see an example of a dictated text that I recorded on my iPad and mailed to myself. Noticeable of course is the lack of punctuation but you do have the possibility to edit the final dictation if this is necessary. However, if the app is being used with an emphasis on speech and pronunciation then personally I don't view this as a negative feature. ?

? ?Image 3 Example of a sample text using Dragon for iPad with speech to text recognition.

Speaking

In order to engage in asynchronous communication and also to improve speaking skills my students use the apps,?Audio Note,?which is a notepad and voice recorder and?MailVu, which is video email. Additionally, students use?Vocaroo?as a form of audio communication. It's a web-based tool which I have?blogged?about previously. I use?Voxopop?(web-based) on the other hand with students for more specific speaking practice which I can analyse and archive for future use and reference.?

Listening

My exam students use various apps in preparation for listening exams such as,?Cambridge Advanced listening. There are four parts with several extracts and multiple choice questions to test comprehension. The?First Certificate in English?practice listening test app is structured in the same manner. These are suitable for both iPhone and iPad and there are also more Android apps being developed in this specific area of language learning. There is now a broad range of apps specifically for exam practice ?available as well as online exams. Here are just a few more examples from Cambridge English?Apps which cover grammar, vocabulary and general English etc.?

? ? ? Is it?necessary to use apps that have been specifically designed for language students? I believe it depends on the individual. Some of my students will work happily with authentic material from a variety of sources including simulating listening tests with me online, others prefer to use these kinds of educational apps as the exam draws closer and there are those who prefer a blend.?

On the subject of listening practice,?TED?videos and podcasts? are popular with my?students and myself. The topics covered are extensive and the genres mixed?which makes the app or online version a useful resource. The advantage with the online version is ?the availability of a transcript. Students can click on any phrase and the video will sync to this point. Nevertheless, a useful app for mobile learning. There are versions available for Mac and Android users.?iTunes U?also has exceptional videos and podcasts including specific material for English language learners such as that produced by the British Council.

Reading

Kindle?and?iBooks??are the preferred apps for practicing reading skills. I also direct my students to sites such as?The Times,?National Geographic?and?News in Levels?for extra reading. The latter is a site specifically designed for English language students from beginners to advanced. Articles are written in various genres and a podcast or video is supplied for each ?text. Hence, numerous possibilities here for both autonomous learning and classroom activities.? ? ?For brief and authentic texts in a completely different genre?Twitter?is interesting to use. I encourage my students to search for groups that they can identify with and to drop in on a regular basis to read and also upload their own tweets. As an educator I find this a wonderful tool?for keeping up-to-date with current topics in the field of education and educational technology.?

Creativity

Explain everything,? Educreations?and?Show Me?are all interactive whiteboards for the iPad and seem to be the most popular with my students. These are excellent for creativity i.e. students demonstrating in their own manner how they can play with language using multimedia and sharing their projects with others. I prefer Explain Everything because of the range of tools that can be used and the import, export possibilities, but it's a matter of preference and individual needs. The video below (see image 4) gives a brief insight into the?functionality of this app. ?
? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ??

? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ?? ? ?Image 4 ?Source: You Tube 'Explain Everything'

A couple of my students enjoying working with digital flashcards and use Mental Case. I have this on my Mac as well but at $29.99, I can imagine that users may search for a cheaper product. The mobile app is at present $4.99. ?Students can create their own flashcards or download from Flashcard Exchange and Quizlet. com.?

Writing

I use Google Drive with my students during and between lessons for writing practice ?and creative work, so it seems logical to have them download?the app?as well if they are willing. This makes mobile learning more comfortable for them and also for me. I also find? The Guardian Eyewitness App?useful. This is a collection of contemporary images with a caption and a brief extract which is relevant to the image. Everyday a new photograph is added to the collection which can be viewed as a thumbnail and in a larger format. Images are a wonderful way of inspiring students to write and speak. And of course exam students will need to practice their deductive and comparative language skills in?relation?to imagery, so this app comes in quite handy.?

Points for consideration

As stated in the introductory paragraphs, I presently teach adult students English on a one-to-one basis via Skype. Therefore, the above mentioned resources may not be suitable for your teaching context. Think carefully about the individual needs of your learners. Take into consideration what devices they are using as there could be compatibility problems. Not all web-based tools function on mobile devices and not all apps are compatible with both?iOS and Android operating systems. On the subject of apps it's also worth investigating which require internet access after download. I've been caught out with this before. What kind of budget do you and your students have? Many apps are free and others have to be?bought. Which apps come into consideration i.e. those?specifically designed for language students, or would you rather repurpose other apps for their needs, or a blend?
? ? ? Don't overload students with ICTs as they are there as an aid and not meant to hinder the learning process and experience. Some of my students use only a couple of tools and others prefer to have a variety of choice. And what they are using at the moment may not be what they choose to use in a couple of months. It's a matter of individual needs within a specific learning context.

A new global economy for a new generation

By Christine Lagarde

Priorities for 2013
I know we are all still deeply concerned with the state of the global economy. Where do we stand? Well, thanks to policy actions taken over the past year, we have seen some respite and some stabilization in financial conditions. But it is not all good news. The recovery is still weak, and uncertainty is still high.

As the IMF announced just a few hours ago in our World Economic Outlook, we expect global growth of only 3? per cent this year, not much higher than last year. The short-term pressures might have alleviated, but the longer-term pressures are still with us. As I have said recently and it bears repeating: we have avoided collapse, but we need to guard against any relapse. 2013 will be a make-or-break year.We all know the imperative?keep up the momentum on the policy actions needed to put uncertainty to rest.

What does that mean? For the Euro area, it means making firewalls operational; pushing ahead with banking union; continuing with the difficult but necessary fiscal adjustment at the country level; and supporting demand, especially with further monetary easing. For the United States, it means pulling together in the national interest and avoiding further avoidable policy mistakes, such as failing to agree on increasing the debt ceiling?and, for the United States and Japan, reaching agreement on medium-term debt reduction.

For the emerging and developing economies, faring better despite their concerns about continued turmoil and lack of decisive action in the advanced economies, conditions differ greatly. Some are more vulnerable than others, but they need to rebuild the policy space that has been used up in alleviating the crisis in recent times. So these are the short-term priorities as I see them.

The broader view
But here in Davos, I would like to take a somewhat broader view?looking to the longer horizon, to the new global economy taking shape before our eyes. Over the past few months, I have visited all of the major emerging regions of the world?Africa, Asia, the Middle-East, and Latin America. And I must say, the world looks very different from their vantage point. It is a world of challenges, yes, but it is also a world of ?resilient dynamism.?

The burning question is this: how we can make sure that all regions grow strongly, converge rapidly, and succeed in meeting the aspirations of their people? To answer this question, we need to reflect upon some of the megatrends shaping the future. Many thought leaders are pondering this issue, including here at the World Economic Forum. I would submit the following four pivot points:

?First, a growing demand for individual empowerment, including for women, and a growing sense of a single global community.

?Second, a reallocation of political and economic power across the world. By 2025, for example, two-thirds of the world?s population will live in Asia. This can lead to greater cooperation or to greater tension and competition.

?Third, a seismic shift in demographics, as the ?youth bulge? in various emerging regions rubs up against the ?graying? populations elsewhere. Sixty per cent of the population in the Middle East and North Africa is under 30. It is 70 per cent for sub-Saharan Africa. Again, either a great opportunity or a source of instability.

Christine Lagarde, IMF Boss

Christine Lagarde, IMF Boss

?Fourth, increasing vulnerability from resource scarcity and climate change, with the potential for major social and economic disruption. This is the real wild card in the pack.

So how can we successfully navigate our way into this future world? There are no easy answers. So where to begin? I think it starts with the new generation on the march?in a world that is flatter, more closely-knit, more interconnected than ever before in history.

This new generation thinks differently. It is a generation weaned on immediacy, democracy, and global reach of social media. Consider the scale: Facebook and Twitter have about one billion and 500 million users respectively. If they were countries, they would be the 3rd and 4th largest nations in the world! Perhaps, we can lay the groundwork for future success by embracing some of the emerging values of this new generation. Let me touch on three of these in particular: (1) greater openness; (2) stronger inclusion; (3) better accountability.

Greater Openness
Let me begin with openness. This generation is a global generation and an open generation. Open to the world, and to the idea of a common global community. In a sense, this is really an old lesson for a new era?that when countries transcend the narrow national interest and come together for the global good, everybody wins. This was the reason the IMF was founded in 1944?and it remains our guiding principle.

In fact, this principle is more important today than ever before. In this era of globalisation, cooperation needs to be hardwired into the psyche of policymakers. Why? As we saw clearly during the crisis, this is a world where economic jitters in one region or market can have instant repercussions all across the globe. In a flat world, there is no room for economic silos.

But old instincts die hard. At the first hints of improving sentiment, countries are enticed to retreat to the alluring comforts of their own backyards. They face the perennial temptations to look only at the national interest?with competitive devaluations, barriers to trade, and a zeal to protect their own financial institutions at the expense of others. This is an anachronistic mindset ill-suited to a modern global economy.

On the contrary, opening up and removing barriers has proven to be more efficient. I am thinking, in particular, about trade and financial integration. Look at Asia, for example, this is a region that has made tremendous progress in trade integration?trade within Asia tripled over the past decade, and regional trade among emerging Asian nations grew even faster. But it has lagged behind in financial integration. It is not investing enough of its own savings in its own future.

And yet, the advantages of financial integration in Asia are clear. It can lift people up by boosting domestic demand and helping small firms get access to credit. It can make economies safer, by providing more insurance against adverse developments. It can reduce inequality, by helping financial inclusion.

Other regions too can benefit from more integration, including the Middle East and Africa. These regions will gain from opening up?knocking down barriers to trade and welcoming investment. In this way, they can set in train a virtuous circle of higher productivity, enhanced economic diversity, and greater resilience against external turmoil. Take the Maghreb, for example. On its own, each country in the region is small. But together, they form a vibrant market of 90 million people, offering limitless possibilities.

Possibly the greatest integration of all comes from Europe. If you look behind the daily headlines related to the Eurozone crisis, you see a region in the midst of a historic process of integration. It is really the culmination of? centuries-long search for peace and prosperity, with the understanding that by linking arms you are unlocking swords?and also unlocking a million avenues for mutual gain.

Yes, the European economy faces serious issues that need to be addressed?deeper banking and fiscal union, for example. But destiny beckons through the smoke and the fog. And I, for one, am optimistic about Europe?s future, especially if it stays on the path of reform, integration, and renewal.

Stronger inclusion
Let me turn to what I see as the second major aspiration of the new generation and the new global economy: stronger inclusion. Our close-knit world is a participatory world. The new generation demands opportunities for all and insists on tolerance, respect, and fairness for all. Just look at some recent examples?from the yearnings on the Arab Street for greater dignity and opportunity, to the brave cry of young women for education and equality, and to the heartfelt urge of Indian women for greater respect and justice. These demands must be met.

What does it mean for economic policymakers? It means that we need more fairness in economic life, more inclusion. This has numerous dimensions. At its core, it relates to growth. Surely we have all learned by now that it is no longer enough to focus on growth alone. We need all people to share in rising prosperity?and, by the same token, share fairly in any economic adjustment needed to achieve or restore prosperity.

As Franklin Roosevelt once said: ?The test of our progress is not whether we add more to the abundance of those who have much; it is whether we provide enough for those who have too little.?

Inclusive growth is certainly a top concern of policymakers. The message is resonating widely. I was not surprised, therefore, to see that the World Economic Forum?s most recent survey puts ?severe income disparity? at the very top of global risks over the next decade. Excessive inequality is corrosive to growth; it is corrosive to society.

I believe that the economics profession and the policy community have downplayed inequality for too long. Now all of us?including the IMF?have a better understanding that a more equal distribution of income allows for more economic stability, more sustained economic growth, and healthier societies with stronger bonds of cohesion and trust. The research reaffirms this finding.

What is less clear is how we achieve more inclusive growth in practice. Certainly, universal access to decent education is the non-negotiable starting point. Beyond that, I believe policies such as robust social safety nets, extending the reach of credit, and?in some cases?minimum wages, can help.

Above all, inclusive growth must also be job-rich growth. This is really a symbiotic relationship?we need growth for jobs and jobs for growth. Right now, 202 million people are looking for work, and two in five of the jobless are under 24. Relieving this sense of desperation must be the over-riding goal of everything we do.

Inclusion has other dimensions too
Gender inclusion is critically important, and, frankly, too often neglected by policymakers. In today?s world, it is no longer acceptable to block women from achieving their potential. Think about it: women control 70 per cent of global consumer spending. All studies point to the economic benefits of full female participation in the labour force, in the economy, in society. One recent study estimates that by simply raising women?s employment rates to the level of men, GDP would jump significantly?by 5 per cent in the United States, 9 per cent in Japan, 10 per cent in South Africa, 27 per cent in India, and 34 per cent in Egypt.

The evidence is clear, as is the message: when women do better, economies do better. So policymakers and economic leaders must do better in supporting women. That means we must tear down all obstacles in the path of women, even the subconscious obstacles of the mind. One other point on inclusion: we need a greater sense of solidarity across generations. We need to be cognizant of the legacy we are leaving for those who will come after us. One such legacy is public debt, which now hovers around 110 per cent of GDP among the advanced economies?the highest level since World War II. We owe it to the next generation to put in place credible plans to reduce this burden on them.

Even more important is the issue of climate change, which, in my view, is by far the greatest economic challenge of the 21st Century. The science is sobering?the global temperature in 2012 was among the hottest since records began in 1880. Make no mistake: without concerted action, the very future of our planet is in peril. So we need growth, but we also need green growth that respects environmental sustainability. Good ecology is good economics. This is one reason why getting carbon pricing right and removing fossil fuel subsidies are so important. This too is an element of inclusion.

Better accountability
Let me turn to my third and last principle for the new global economy: better accountability. The new generation demands transparency. They demand good governance. We must deliver. Just look at the role of information technology in forcing change. It was the citizen power of social media that sparked a peoples? transformation in the Middle East, put pressure on U.S. policymakers to compromise on the fiscal cliff, and prompted Chinese policymakers to publish frequent updates of pollution levels.

These forces for greater accountability will only get stronger. Of course, governments can try to push back and restrict access to information technology. But this is like King Canute ordering the tide not to come in! Accountability is really a two-way street?institutions must be accountable to citizens, but citizens must also have the knowledge, education, and training needed to hold them accountable. It is mutual responsibility.

What does this all mean for economic life?in the public sector, the private sector, and international institutions too? Beginning with the public sector, we have learned that good governance is the bedrock of economic success. Without strong institutions, good policies cannot be developed and implemented. Zero tolerance for corruption must be foundational. The state must be the servant rather than the master of the people?meeting their basic needs and providing an enabling environment for the private sector to thrive.

But the private sector also needs to be accountable. The goal of the private sector cannot be only profit; it must also be to add value, create jobs, develop the new ideas that drive an economy forward. Vested interests and arbitrage typically hinder the accountability principle. One has in mind the financial sector, which turned out to be insufficiently accountable?to its clients, its shareholders, and to society in general.

As we all know, the global economic crisis was, in many respects, a governance crisis originating in the financial sector. It hid too much activity in murky and dark corners, and put its own short-term gain ahead of supporting the real economy.

As Plato said long ago, ?Excess generally causes reaction, and produces a change in the opposite direction.?

Fixtures - A. Arnold Moving Blog - A. Arnold World Class Relocation

Whether or not a fixture stays in a home is a common question for home buyers and sellers. A fixture is any item of value that is permanently attached to the property. This includes things such as lighting fixtures, carpeting, and landscaping. Any item that may be in question should be clearly described and documented in the real estate contract. Every state has its own guidelines for what constitutes a fixture. The following are some sample guidelines. If an item is in question, consult your realtor.
Method of attachment ? Is the item permanently attached to the wall, ceiling or floor and requires some type of tool to remove?
Adaptability ? Built-in appliances are an integral part of the home, they are typically considered fixtures.. Even though they generally only require minor disconnection, this is an item that needs to be confirmed in the purchase agreement.
Intention of party when the item was attached ? When the installation took place, if the intent was to make the item a permanent attachment, for example, a built-in computer work station, the item is a fixture.
Agreement between the parties ? Read your purchase contract. Most contain a clause that expressly defines items included in the sale and state ?All existing fixtures and fittings that are attached to the property.?
If any item that is permanently attached in the home is meant to go in the move of household items, the home seller should make arrangements for the removal of that item prior to moving day. Your A. Arnold moving consultant can direct you to a third party company for scheduling professional services for these items.

Patients' own skin cells are transformed into heart cells to create 'disease in a dish'

Jan. 27, 2013 ? Most patients with an inherited heart condition known as arrhythmogenic right ventricular dysplasia/cardiomyopathy (ARVD/C) don't know they have a problem until they're in their early 20s. The lack of symptoms at younger ages makes it very difficult for researchers to study how ARVD/C evolves or to develop treatments. A new stem cell-based technology created by 2012 Nobel Prize winner Shinya Yamanaka, M.D., Ph.D., helps solve this problem. With this technology, researchers can generate heart muscle cells from a patient's own skin cells. However, these newly made heart cells are mostly immature. That raises questions about whether or not they can be used to mimic a disease that occurs in adulthood.

In a paper published January 27 in Nature, researchers at Sanford-Burnham Medical Research Institute and Johns Hopkins University unveil the first maturation-based "disease in a dish" model for ARVD/C. The model was created using Yamanaka's technology and a new method to mimic maturity by making the cells' metabolism more like that in adult hearts. For that reason, this model is likely more relevant to human ARVD/C than other models and therefore better suited for studying the disease and testing new treatments.

"It's tough to demonstrate that a disease-in-a-dish model is clinically relevant for an adult-onset disease. But we made a key finding here -- we can recapitulate the defects in this disease only when we induce adult-like metabolism. This is an important breakthrough considering that ARVD/C symptoms usually don't arise until young adulthood. Yet the stem cells we're working with are embryonic in nature," said Huei-Sheng Vincent Chen, M.D., Ph.D., associate professor at Sanford-Burnham and senior author of the study.

To establish this model, Chen teamed up with expert ARVD/C cardiologists Daniel Judge, M.D., Joseph Marine, M.D., and Hugh Calkins, M.D., at Johns Hopkins University. Johns Hopkins is home to one of the largest ARVD/C patient registries in the world.

"There is currently no treatment to prevent progression of ARVD/C, a rare disorder that preferentially affects athletes. With this new model, we hope we are now on a path to develop better therapies for this life-threatening disease," said Judge, associate professor and medical director of the Center for Inherited Heart Disease at the Johns Hopkins University School of Medicine.

Disease in a dish

To recreate a person's own unique ARVD/C in the lab, the team first obtained skin samples from ARVD/C patients with certain mutations believed to be involved in the disease. Next they performed Yamanaka's technique: adding a few molecules that dial back the developmental clock on these adult skin cells, producing embryonic-like induced pluripotent stem cells (iPSCs). The researchers then coaxed the iPSCs into producing an unlimited supply of patient-specific heart muscle cells. These heart cells were largely embryonic in nature, but carried along the original patient's genetic mutations.

However, for nearly a year, no matter what they tried, the team couldn't get their ARVD/C heart muscle cells to show any signs of the disease. Without actual signs of adult-onset ARVD/C, these young, patient-specific heart muscle cells were no use for studying the disease or testing new therapeutic drugs.

Speeding up time

Eventually, the team experienced the big "aha!" moment they'd been looking for. They discovered that metabolic maturity is the key to inducing signs of ARVD/C, an adult disease, in their embryonic-like cells. Human fetal heart muscle cells use glucose (sugar) as their primary source of energy. In contrast, adult heart muscle cells prefer using fat for energy production. So Chen's team applied several cocktails to trigger this shift to adult metabolism in their model.

After more trial and error, they discovered that metabolic malfunction is at the core of ARVD/C disease. Moreover, Chen's team tracked down the final piece of puzzle to make patient-specific heart muscle cells behave like sick ARVD/C hearts: the abnormal over-activation of a protein called PPAR?. Scientists previously attributed ARVD/C to a problem in weakened connections between heart muscle cells, which occur only in half of the ARVD/C patients. With the newly established model, they not only replicated this adult-onset disease in a dish, but also presented new potential drug targets for treating ARVD/C.

What's next?

Chen's team was recently awarded a new grant from the California Institute for Regenerative Medicine to create additional iPSC-based ARVD/C models. With more ARVD/C models, they will determine whether or not all (or at least most) patients develop the disease via the same metabolic defects discovered in this current study.

Together with the Johns Hopkins team, Chen also hopes to conduct preclinical studies to find a new therapy for this deadly heart condition.

Barnes & Noble will trim 30% of its stores

1 hr.

Struggling bookstore chain Barnes & Noble plans to close a slew of stores over the next decade, its chief executive?told the Wall Street Journal.

In an interview conducted last week, but published in the WSJ on Monday,?Mitchell Klipper said Barnes & Noble would likely have 450 to 500 stores in 10 years, down from 689 retail stores now. The company also runs a separate chain of 674 college stores, according to the WSJ.

The rate of closures is not that different from the past decade. The difference is that Barnes & Noble had been opening more stores than it was closing until about three years ago.

The shutdowns outlined by Klipper mean an average of about 20 stores a year would close, up from about 15 stores a year?over the past 10 years, the WSJ said, adding that up until 2009 it was also opening about 30 stores a year.

Earlier this month, the bookseller reported a 10.9 percent decline in revenues at its retail segment over the nine-week 2012?holiday season?versus the prior year. Much of that decline, 8.2 percent, came from sales at stores open less than a year, store closures and lower online sales.??
